Abstract: |
Poor mental health is a leading contributor to disease burden in Europe. The promotion of good mental health and wellbeing remains one of the key challenges to be addressed by health policy makers. Historically, levels of funding for mental health across Europe have been low even though highly cost effective interventions and strategies are available. The last two decades have seen a reduction in the reliance on the use of long stay institutional care facilities as the mainstay of mental health services, but the provision of alternative community based interventions has not kept pace. Providing a package of services to promote good mental health wellbeing, as well as to treat and rehabilitate people with mental health problems, requires the provision of interventions not only in the health and social care sectors, but also in many sectors such as education, employment, housing and criminal justice. Another challenge setting mental health apart is the danger of fundamental abuse of human rights due in part to widespread discrimination and stigmatisation, and inappropriate use of involuntary detention and treatment.
This three part policy brief provides an overview of key challenges in development of policy and practice across Europe, looks at the balance between insititional and community based care, analyses current financing arrangements and considers how barriers to system reform may be overcome.
