Voor we het goed en wel beseffen is ouderenzorg een po- litieke prioriteit, een sociaal vraagstuk, een budgettaire test en een bruisende economische markt. Het Belgische oude- renzorglandschap zal hertekend moeten worden. Enerzijds dient het zorgvolume spectaculair te groeien, anderzijds kijkt de sector tegen een nieuwe groep mondige, veeleisende en politiek relevante senioren aan. De cijfers van het realisme roepen meer vragen op dan dat ze zekerhe- den poneren. Het debat moet nu plaatsvinden. Alleen een vastberaden beleid dat niet terugdeinst nieuwe wegen in te slaan en oude taboes te doorbreken zal die dubbele uitdaging aankunnen. Slagen we erin deze als opportuniteiten te benutten? Welke lessen kunnen we trekken uit binnen- en buitenlandse ervaringen? Welke hefbomen hebben we ter beschikking, met welke hinderpalen moeten we komaf maken? En hoe zorgen we ervoor dat kwaliteit en toegankelijkheid ondanks de enorme druk behouden lijven? De behandelde thema's waren aanvankelijk zeer breed: arbeidershuisvesting, persoonlijke hygiëne, de strijd tegen infectieziekten, de ziekenhuisinfrastructuur enz. Dit boek toont hoe de raad achter de schermen mee de krijtlijnen uittekende van het Belgische volksgezondheidsbeleid. Daarom is het verhaal veel ruimer dan alleen de geschiedenis van een overheidsorgaan. Het boek weerspiegelt de evolutie die België doormaakte op het gebied van hygiëne, medisch-wetenschappelijke ontdekkingen, gezondheidsbeleid en sociale wetgeving en toont hoe de wetenschappelijke adviezen van de Hoge Gezondheidsraad op lange termijn het dagelijks handelen tot in het kleinste detail beïnvloed hebben. 160 jaar lang vormde de raad de schakel tussen wetenschap en beleid.
