Cent soixante ans plus tard, le Conseil Supérieur de la Santé effectue encore en principe la même tâche essentielle. Auparavant, les thèmes abordés étaient très larges: conditions de logement pour les travailleurs, hygiène personnelle, lutte contre les maladies infectieuses, infrastructure hospitalière etc. Ce livre relate la manière dont le Conseil a posé les jalons de la politique sanitaire en Belgique. Le récit va donc bien au-delà de l'histoire d'un organisme public. Il reflète l'évolution qu'a connue la Belgique dans le domaine de l'hygiène, des découvertes médico-scientifiques, de la politique sanitaire et de la législation sociale et montre comment les avis du Conseil Supérieur de la Santé ont influencé, à long terme, la vie de tous les jours jusque dans les moindres détails. Depuis 160 ans, le Conseil constitue le trait d'union entre la science et la politique.

W 84.4 Quality of health care (General)Abstract: In times of peak demand hospitals may fail to deliver the high standard of treatment quality that they are able to offer their patients at regular times. To assess the magnitude of these effects, this study analyzes the effects of low staff-to-patients ratios on patient outcomes empirically.We use the variation of patient admissions over time as a proxy for varying staff level. Further, we control for within diagnosis unobservable variation in severity across days with as opposed to days without excess demand.We find that when this variation is ignored in the regression framework, the effect of demand on outcomes is biased upwards. The reason is that when demand is high more patients with a higher unobservable frailty are admitted to the hospitals. After having controlled for this selection of patients, excess demand does not negatively affect patient outcomes. WA 300 Health issues of special population groupsAbstract: Tout migrant qui arrive sur le sol belge et y demande l’asile reçoit automatiquement un accès aux soins de santé pendant le temps que durent les procédures. Or plusieurs rapports belges et internationaux ont souligné que l’accès à ces soins n’est pas égal pour tous les demandeurs d’asile. Il a été demandé au Centre fédéral d’Expertise des Soins de Santé (KCE) de proposer des pistes pour remédier à cette situation, qui met la Belgique en porte-à-faux avec les traités internationaux qu’elle a signés. L’essentiel du problème réside dans le fait que le financement de ces soins de santé dépend d’instances différentes selon que le demandeur d’asile est hébergé dans un centre d’accueil collectif ou dans une Initiative locale d’accueil gérée par un CPAS. Le KCE propose de simplifier l’organisation de l’accès aux soins en intégrant tout dans une même enveloppe globale. Qui va gérer cette enveloppe ? A framework for collaborative production and sharing of HTA information, the HTA Core Model, was originally developed within EUnetHTA in 2006-08. In this paper, we describe the further development of the Model to allow implementation and utilization of the Model online. The aim was to capture a generic HTA process that would allow effective use of the HTA Core Model and resulting HTA information while at the same time not interfering with HTA agencies' internal processes.
METHODS:
The work was coordinated by a development team in Finland, supported by an international expert group. Two pilot testing rounds were organized among EUnetHTA agencies and two extensive core HTA projects tested the tool in a real setting. The final work was also formally validated by a group of HTA agencies.
RESULTS:
The HTA Core Model Online--available at http://www.corehta.info--is a web site hosting a) a tool to allow electronic utilization of the HTA Core Model and b) a database of produced HTA information. While access to the HTA information is free to all, the production features are currently available to EUnetHTA member agencies only. A policy was crafted to steer the use of the Model and produced information.
CONCLUSIONS:
We have successfully enabled electronic use of the HTA Core Model and agreed on a policy for its utilization. The system is already being used in subsequent HTA projects within EUnetHTA Joint Action 2. Identified shortcomings and further needs will be addressed in subsequent development.
