WA 100 Public Health -- General worksAbstract: Het eerste lustrum van de Vlaamse Zorgverzekering – in voege getreden op 1 oktober 2001 – vormde de aanleiding voor de CM-Zorgkas Vlaanderen om een studie te laten uitvoeren over de impact van deze Vlaamse Zorgverzekering op de bestaansonzekerheid van thuiswonende chronisch zieke of zorgbehoevende personen.
Op basis van een bevraging bij een ruime steekproef van gerechtigden van de thuiszorgpremie in de Vlaamse Zorgverzekering maakte het HIVA met voorliggend rapport een eerste evaluatie van de impact van de Vlaamse Zorgverzekering. Wanneer de auteurs het voorheen reeds een ‘Vlaams mirakel’ noemden dat men met relatief beperkte bijdragen op zeer korte termijn een ruime doelgroep wist te bereiken, blijkt deze tussenkomst ook effectief en zelfs selectief te zijn. De effectiviteit waarmee deze tegemoetkoming – ondanks of dankzij haar eenvoud in opzet – de niet-medische kosten kan dekken wordt aangetoond. Zij slaagt erin de bestaansonzekerheid omwille van de extra kosten aanzienlijk terug te dringen. Hiermee is er ook sprake van impliciete selectiviteit, omdat verhoudingsgewijs de doelgroep van de lagere inkomens meer wordt bereikt.
Tegelijk geeft dit onderzoek ook de beperkingen weer. Een grote groep ouderen en chronisch zieken leven onder de grens van de objectieve bestaansminima omwille van hun te laag inkomen en hieraan kan de Vlaamse Zorgverzekering weinig verhelpen. Tevens blijft nog een grote groep onvoldoende gecompenseerd omdat de niet-medische kosten aanzienlijk hoger oplopen dan wat de thuiszorgpremie voorziet. Wegen voor verbetering van de zorgverzekering worden voorgesteld, onder meer een pleidooi voor een differentiatie van de thuiszorgpremie.Record link: https://kce.docressources.info/index.php?lvl=notice_display&id=3293 Hold
