WM 300 Intellectual disabilityAbstract: En Belgique comme ailleurs dans le monde, les personnes en situation de handicap intellectuel meurent plus tôt que la population générale, notamment à cause d’un manque de détection de leurs problèmes de santé. Le Centre fédéral d’Expertise des Soins de Santé (KCE) a enquêté sur le terrain pour identifier les obstacles qui freinent l’accès de ces personnes aux soins de santé courants. L’étude débouche sur 8 objectifs concrets déclinés en 25 pistes d’action. Un de leurs dénominateurs communs est qu’il faut accorder davantage de temps aux soignants lorsqu’ils s’occupent de ce type de patients. Et un autre constat essentiel s’impose : une grande partie des solutions proposées pourraient être bénéfiques pour une part bien plus large de la population que les seules personnes en situation de handicap intellectuel. Il/elle se base pour cela sur les avis des experts des commissions de l’INAMI. Ces avis reposent sur des preuves scientifiques mais aussi sur un arbitrage entre de nombreux autres critères. Idéalement, cet arbitrage devrait également tenir compte des préférences des citoyens, mais jusqu’à aujourd’hui, ces préférences n’ont jamais été étudiées de manière systématique. Le KCE a tenté de les identifier en réalisant une enquête de population, avec un maximum de rigueur et d’objectivité. Il en ressort que le Belge accorde une grande importance à la qualité de vie en cas de maladie, par rapport à un allongement de la seule espérance de vie. Cette étude est destinée à aider les décideurs à établir une procédure plus transparente pour les guider dans leurs choix futurs.
