Dans un contexte de libre entreprise, elle est marquée par un cadre réglementaire contraignant, au croisement entre recherche et développement, préoccupations de santé publique et maximisation du profit des produits commercialisés. Ainsi, son objet, le médicament, se distingue sensiblement des autres produits industriels. En raison de ses risques potentiels pour la santé des consommateurs, il est soumis à de fortes réglementations. Eu égard à sa vocation de santé publique, il est astreint à des lois de marché propres. Suite aux spécificités de son processus de mise au point et de production, il implique un financement et une gestion des risques sans commune mesure avec les autres produits de consommation.
Ce Courrier hebdomadaire analyse le secteur de l’industrie pharmaceutique en Belgique. Il étudie le rôle et le pouvoir des acteurs qui concourent à mettre en place création, production, commerce et consommation des médicaments, le tout dans un ensemble mondial en évolution. Cette problématique conduit à considérer surtout le champ d’intervention des pouvoirs publics, principaux garants de la santé des citoyens, et la structure de ce marché globalisé caractérisé par une dizaine d’acteurs qui concentrent la majeure partie des activités de recherche et développement et des ventes.
L’étude vise à répondre à quelques questions générales (comment l’industrie pharmaceutique se positionne-t-elle face à l’international ? quelles sont les forces et les faiblesses du pays dans ce secteur ? etc.) en tenant compte du cadre européen et international, notamment en ce qui concerne l’environnement réglementaire et les caractéristiques du marché mondial. Son périmètre comprend l’ensemble de la chaîne du médicament à usage humain.
